This melted substance appears as a liquid. Hydrologically, the Charcoal Sea is the final reservoir to which all liquids will ultimately return, and so it's generally understood that the substance that forms the Charcoal Sea is indeed this liquified outline—an ocean of that which keeps us separate from the world.
